Summary
Mr. Guillaume Gouffier-Cha draws the attention of the Minister of the Interior to the situation of asylum seekers during the covid-19 pandemic. Stemming directly from the preamble of the 1946 Constitution "to which the French people solemnly proclaimed their attachment according to which any man persecuted because of his action in favor of freedom has the right to asylum in the territories of the Republic", from international texts such as the Geneva Convention and with constitutional value since 1993, the right to asylum is one of the pillars of democracy and French society. This is why the current crisis must neither weaken it nor lead France to make asylum seekers and refugees the great forgotten people of the Nation. The emergency law of March 23, 2020 to deal with the covid-19 epidemic as well as Ordinance No. 2020-328 of March 25, 2020 provide for the 90-day extension of asylum application certificates which expire between March 16 and May 15, 2020. However, the closure of the one-stop shop in the prefectures or that of reception and accommodation structures, as well as the continuity of the various deadlines relating to applications currently being processed, cannot remain unconsidered in the context of the state of health emergency. He therefore asks her if arrangements are planned so that asylum seekers can carry out their procedures, certainly in a reduced manner as required by the current climate, but in an efficient and protective manner, respectful of the great principles of the Republic.
