For these reasons, it wishes to temporarily put in place the following proposals or guarantees for the sectors relating to the treatment of waste, the distribution of drinking water and electricity, as well as the transport of goods and people: deviate from the hierarchy of waste treatment methods by relaxing storage and incineration conditions, during the confinement period, in strict compliance with basic environmental, health and safety standards; guarantee the operation and continuity of freight to export and import for all overseas territories, in particular for medicines and medical equipment necessary for the activity of medical and paramedical professions; extend the authorized port duty period and exempt freight forwarders (and recipients) from additional port transit costs (parking; demurrage; detention; warehousing; handling; etc.) additionally caused by congestion and the extension of unloading and delivery times (port traction) of containers in overseas seaports; regularly supply all municipalities in the overseas territories, including the most remote, by all adequate public or private means of transport available in these territories; assist private and public water and electricity distribution operators in the maintenance of their network in order to prevent repeated outages which penalize overseas populations. She expresses the hope that these proposals will be implemented in consultation with public and private stakeholders in the sectors concerned. She asks her if she would be ready to have them adopted, knowing that they have already been the subject of a letter to her ministry.
