Mrs. Josette Manin draws the attention of the Minister of Agriculture and Food to the problems of small traders, artisans, farmers and fishermen in Martinique. These professions already experience difficulties in normal times, due to the specificities of the territory such as: insularity, remoteness, tropical weather conditions or even the damage linked to pollution by chlordecone and proliferation of sargassum algae. In the context of the covid-19 crisis, it is necessary to put in place adequate means to support them during and after this pandemic, in order to guarantee them “economic and social continuity”. In this sense, it would like the following proposals to be introduced for professions in the agricultural and fishing sectors: the granting of direct compensatory aid to farmers and overseas breeders via the program of options specific to remoteness and insularity (POSEI) with the assistance of the chambers of agriculture and the food, agriculture and forestry departments (DAAF); the need to take into account the specificities of the fishing sector, such as artisanal fishing, in the French outermost regions, particularly in terms of aid for the storage of locally fished species, which does not provide for the latest amendment from the European Commission relating to the European Maritime and Fisheries Fund (EMFF); the direction, via the EMFF, of direct aid for fishing and aquaculture with a view to supporting the professions concerned during this period, particularly within the scope of the compensation plans for additional costs for processing workshops; guaranteeing the continuity of payment of European aid (administrative, logistical, technical and regulatory formalities) managed by the State and the regions. These measures will make it possible to considerably alleviate the difficulties of professions in the agricultural and fishing sector in Martinique and it also expresses the hope that they will be implemented in consultation with the socio-professional actors of the professions concerned in all the overseas territories. She asks him if he is ready to adopt these proposals which were the subject of a letter to his ministry.
