Summary

Ms. Sarah Tanzilli draws the attention of the Minister of Solidarity, Autonomy and People with Disabilities to the salary situation and the status of those accompanying students with disabilities (AESH). Law No. 2005-102 of February 11, 2005 for equal rights and opportunities, participation and citizenship of disabled people set the objective of offering each disabled child or adolescent, as well as their family, a training course which is the subject of a personalized schooling project accompanied by the necessary adjustments by favoring, whenever possible, training in an ordinary school environment. Law No. 2019-781 of July 26, 2019 for a school of trust also devoted a chapter to AESH, providing for an improvement in their status. However, the latter are experiencing a difficult professional situation in the context current inflation rate. With an average remuneration of 800 euros net per month, their salary is below the poverty line and the precariousness of their employment prevents them from carrying out full-time missions. Thus, even if the number of AESH has only increased since 2017, going from 53,447 to 78,835 in 2022, these unattractive conditions are today leading to a real recruitment difficulty. To the extent that AESH are the keys to academic success of students with disabilities, in conjunction with the teaching staff, these difficulties are likely to constitute a blocking element for the full inclusion of disabled children. Thus, she would like to know if he plans to implement additional measures, beyond the recruitment of 4,000 FTEs provided for by the finance bill for 2023, in order to revalue and make the profession more attractive. AESH, essential for educational inclusion and the full education of disabled children.
