Summary
Ms. Aina Kuric questions the Minister of the Economy and Finance on the implementation of the system for opening access to Madelin funds. Indeed, in order to cope with the loss of income linked to the coronavirus crisis, the minister announced on April 29, 2020 the opening of these funds to self-employed people who hold retirement savings on a Madelin contract. Holders of a Madelin contract should exceptionally be able to benefit from of part of their capital saved without waiting for their retirement. However, if the implementation of this opening must be done within the framework of PLFR 3, it seems that it will be limited to 2,000 euros withdrawal per self-employed person. Also, she would like to know the reasons for this limitation even though the self-employed have a significant need for cash flow or repayment of loans they took out during the health crisis.
