Summary

In the context of the health crisis, a very strong commitment from home help and support professionals has been essential in the fight against the epidemic linked to Covid-19 and the care of particularly fragile populations. In order to promote the work of professionals working at home with vulnerable groups, the public authorities wanted an exceptional tax-free bonus exempt from all social security contributions can be paid to them. Decree No. 2020-711 of June 12, 2020 and article 11 of Law No. 2020-473 of April 25, 2020 on amending finances for 2020 open up the possibility for employers to pay this bonus before the end of 2020. In addition to this legal provision, the President of the Republic announced the mobilization of exceptional State aid by unlocking an envelope of 80 million euros, calculated to allow the payment of bonuses of €1,000 in proportion to staff working time with at least an equivalent contribution from the departments which also finance home care and support services (SAAD). These State credits will be distributed by the National Solidarity Fund for Autonomy (CNSA), in return for at least an equal financial effort from the councils. departments and a commitment from their deliberative assemblies to compensate this bonus to the SAADs concerned. Beyond this first recognition and aware of the central role of the home help and support sector for satisfactory care of the elderly, the Government intends to take in-depth action, in order to resolve the structural difficulties of these services and develop the attractiveness of these professions. To achieve the implementation of the planned actions, these subjects will be explored in depth in the fall within the framework of the “Laroque de l'Autonomy”, announced by the Minister Delegate to the Minister of Solidarity and Health, responsible for autonomy, with responses which will then be provided, in particular within the framework of the future Old Age and Autonomy bill for measures requiring legislative provisions.
