Summary
The European Commission ensures compliance with deadlines and the quality of the transposition of directives into national law. However, if European directive 2010/63/EU requires in principle that animals used for scientific purposes must have been bred for this purpose and come from approved breeders or suppliers, it also provides for the possibility of granting exemptions from this provision in the event of scientific justification. In his remarks addressed to the French Government regarding the transposition of this provision, the European Commission noted that article R. 214-90 of the rural and maritime fishing code provided for exceptions to this principle on the basis of duly justified scientific elements but added "when the production of approved breeders is insufficient or is not suitable for the specific needs of the project".
