Summary
Mr. Patrick Loiseau draws the attention of the Minister of Territorial Cohesion and Relations with Local Authorities to the indicators of representativeness of tourist municipalities, particularly coastal ones, within intermunicipalities. Indeed, most tourist municipalities see their operating expenses increase significantly, particularly during the tourist season, each year. If they do not have this day of special treatment within the framework of the DGF allocated to them, favorable calculation methods were however implemented during the last reform of the DGF. In this context, the criterion of the population of the municipalities is fundamental. Thus, he welcomes the fact that the calculation of the DGF for these tourist municipalities includes caravan spaces as well as second homes, according to updated data every year. This allows these municipalities to see their population increase each year and to adapt their statistics, in order to more easily cope with the costs resulting from their situation as tourist municipalities. However, if the calculation of the DGF takes into account the particularity of these coastal municipalities and the variable number of inhabitants, it is not the same regarding the rules of representativeness of these municipalities in the within intercommunities. In these instances, they may actually find themselves insufficiently represented, given the highly variable population and the economic attractiveness that they generate thanks to tourism. He therefore asks what methods can be considered in order to modulate the population indicator and to draw inspiration from the calculation method used for the DGF, making it possible to take into account population variations which can be very important for certain tourist municipalities, and thus allow a fairer representation of these municipalities within the EPCI.
