Summary
Mr. Pierre Cabaré draws the attention of the Minister of Agriculture and Food to the conditions of breeding broiler chickens in France. Each year, more than 800 million chickens are raised in France, more than 80% of which in intensive conditions, without any access to the outdoors, confined in overcrowded buildings. Due to the concentration of individuals, the litter is quickly degraded and the atmosphere heavily charged. of ammonia, so that chickens develop respiratory and eye diseases. Furthermore, due to strong genetic selection, chickens experience abnormally rapid weight gain, which causes locomotor problems. These conditions of raising chickens in confinement are detrimental to their well-being and expose them to suffering which is criticized by consumers. Indeed, recent Surveys have highlighted the strong concern of the French for the well-being of farmed animals and their desire to see breeding models evolve. For example, 91% would like all farm animals to have outdoor access within ten years (IFOP survey for the Brigitte Bardot Foundation, August 2020). Faced with this increasingly preponderant societal demand and the pressing need to develop a model of sustainable food production, it now appears essential that the Government integrates increased requirements in terms of animal welfare within the framework of its policies and public support for agriculture and supports the transition in farming methods. The common agricultural policy appears to be one of the tools particularly suited to initiating a transition towards better respect for animal welfare and supporting virtuous practices, such as open-air breeding systems. For chicken farming, this could in particular be considered via stronger conditionality of aid for strict compliance with non-derogatory breeding density, or even via ecoschemes rewarding outdoor chicken farming operations. Thus, he wishes to know the Government's ambitions with regard to support for transition of chicken farms in the national strategic plan, currently being developed and which will be applicable from 2023.
