Summary
Mr. Aurélien Taché draws the attention of the Minister of National Education, Youth and Sports to the secondment within an educational movement allowing teachers to put their teaching skills to the benefit of an approved association close to the school for a few years, while preserving their seniority and their employment within their educational institution. The term educational secondment designates missions in youth organizations or in the youth council. These associations approved by the ministry are currently supported because of their educational, pedagogical, cultural, social and civic usefulness. This is the case of the training centers for active education methods and the Cooperative Institute of Modern Schooling (ICEM - Freinet pedagogy). These educational movements have been, since their creation, in the logic of the development and influence of public schools. They defend its values and aim to promote, during and outside school hours, the public education service, of which they are essential partners. They have occupied a decisive place in education and training for decades and contribute to the evolution of the education system, by supporting a number of innovative systems of which they are often involved. the origin. The activity of these already old associations focuses mainly on the following achievements: the publication of educational journals and works resulting from reflection on innovative educational practices, the publication of educational tools for students and teachers, the organization of meetings and courses in free time, which constitute real periods of continuing education, but also participation in institutional actions: summer universities, internships in academic training plans, INSPE, organization of conferences, reflection seminars, quality interventions in the work, conferences and meetings of other organizations dealing with education, both nationally and internationally. This work has a significant impact on teachers and students. Many of the ideas produced and developed by educational movements have inspired the designers of current school programs and have been spreading for a long time in different places of training. Among the most important ideas and which are inseparable from practice and the reality on the ground, we should mention taking into account the diversity of students and the concern to make them all succeed, including included in disadvantaged areas, by motivating them, supporting them, promoting their access to culture; it is also about helping and supporting teachers in an often difficult profession by providing them with support and tools. These tools, these journals prepared by the children, these individualized work files, which make the ICEM editions original, for example, are unanimously recognized and distributed in many classes. They allow students to work completely independently and follow an individualized work plan. These resources, some of which are online, are entirely designed, prepared and tested in classes by teachers and students themselves, which makes them original and effective. At a time when educational establishments are operating at slowed down, where individualized work is often compulsory for all children and adolescents in the country, these tools are the subject of increasing demand and relevance. However, the design of these innovative tools, in perpetual correction and updating, requires real coordination work that volunteer teachers cannot currently carry out without the presence teachers seconded to carry out coordination and editing. This production of ideas, practices, tools for the classroom and for teachers is the fruit of the work of these teachers who are motivated by improving the education system and who do not spare their time; volunteer time for many but solidly coordinated, animated, organized by these teachers put to provision by national education. Today the rare secondment positions available to these movements are shared between a few teachers to allow them not to be cut off from the reality of the classroom. Replacing these positions with subsidies makes it increasingly precarious, in particular the sharing of positions made available between several people; the problem is to keep practitioners in the field. Such an operation does not lend itself to temporary contracts on specific missions. In addition, the ministry has once again reduced the subsidy allocated each year to the ICEM by 30%. This reduction puts the functioning of this federation of associations at risk and primarily the maintenance of several salaried jobs (4.5 FTE). In order to allow these movements to continue accomplish their missions of general interest in the service of a public education policy, in particular the design and dissemination of innovative educational tools, including digital ones in the current situation, the MP questions the Minister of National Education on the means he intends to implement to further support and consolidate the aid granted to these approved structures, whose work contributes greatly to the renewal of teaching practices at school, by returning to the initial situation from which these educational movements benefited, by increasing the current positions of seconded and seconded, which was the case before. These human resources are in fact essential to ensure the sustainability of this work. They are derisory on the scale of the ministry employing hundreds of people. The savings made are in fact tiny compared to the work of reflection and creation of innovative educational practices carried out to date by these movements, which is widely appreciated and recognized by the entire educational community, including on an international scale. He wants to know his position on the subject.
