Summary

Mr. Bruno Millienne questions the Minister of Agriculture and Food on the implementation of article 86 of Law No. 2020-105 of February 10, 2020 relating to the fight against waste and the circular economy. This provides for the revision, no later than July 1, 2021, of the regulatory standards on environmental and health safety applicable, with a view to their use on the ground, to sewage sludge, in order to take into account account, depending on the evolution of knowledge, in particular heavy metals, plastic particles, endocrine disruptors, detergents or pharmaceutical residues such as antibiotics. This revision will lead to a ban on the use of this sludge on land as long as it does not comply with the new regulatory and normative standards. The MP would therefore like to know not only the method which will be used to draft the orders for the common base of standards, but also the scientific data on the basis of which the safety thresholds for sewage sludge will be set. While the revision of these standards could lead to the need for compliance of the sector and given the fear of certain players of no longer having outlets for their stocks, he would finally like to know the deadlines possibly considered before the implementation of these decrees.
