Summary

Ms. Francesca Pasquini draws the attention of the Minister of Agriculture and Food Sovereignty to the exceptional status enjoyed by dairy products in school canteens. This question arises in a strategic period since the National Council for Collective Catering (CNRC) has just submitted its work to the ministry to allow the rewriting of decree no. 2011-1227 of September 30, 2011 relating to the nutritional quality of meals served as part of school catering. It seems unjustified to the MP that a dairy product is obligatory at every meal, especially as this rule is about to be made permanent in the next decree. Dairy products are the only category of foods subject to an obligation. It turns out that the High Council for Public Health (HCSP) has never imposed or suggested such a regime. exceptional compared to other categories of food. For example, fruits and vegetables have not been made obligatory while the frequencies recommended by the HCSP in its opinion of June 20, 2020 are comparatively very high: “at least 5 times a day” compared to “three maximum” for dairy products. However, fruits and vegetables are not obligatory in the future canteen order, unlike products dairy. Furthermore, the MP is surprised that the HCSP recommendation which calls for favoring “dairy products which are rich in calcium, but with favorable nutritional compositions (low salt, fat and sweetness)” is not taken into account. Compared to the 2011 decree, the frequency of fatty and salty cheeses will not be reduced, despite current nutritional recommendations. As a reminder, INCA-3 indicates that dairy products are the largest suppliers of saturated fatty acids (29% among 1-10 year olds and 22% among 11-17 year olds). Furthermore, the Member wishes to draw the attention of the Minister to the risk of overconsumption of cheese among children and adolescents. It seems to him that small portions of cheese (diced cheese in salad, grated cheese in pasta, etc.) must be taken into account in the weight calculation mode to avoid overdose. Regarding the many plant-based alternatives to calcium such as legumes, they are clearly highlighted as an alternative to dairy calcium in the 2020 HCSP opinion. Currently they are ignored by the future decree. In its latest opinion, the HCSP highlights in particular the problem of lactose intolerance: The MP wishes to recall here that depending on the genetic heritage of subjects, lactose intolerance can affect 20% of children aged 5 years. More broadly, the MP is surprised that the drafting of a decree dealing with the nutritional quality of meals is carried out under the supervision and according to the decisions of the Ministry of Agriculture and Food Sovereignty and not the Ministry of Health and Prevention. The economic opportunities represented by Dairy products seem more important than children's health and the climate emergency. Also, she would like to know if the ministry is committed to revisiting the compulsory nature of dairy products in school canteens as well as the methods for calculating their weight, taking into account the most recent nutritional recommendations, public health issues and the fight against global warming.
