Summary

Ms. Laurianne Rossi draws the attention of the Minister of the Economy, Finance and Recovery to the conditions for releasing funds placed in retirement savings products, in particular by self-employed workers who have set up one under popular retirement savings plans (PERP). Article 12 of Law No. 2020-935 of July 30, 2020 on amending finances for 2020 provides for the possibility of releasing funds placed on an individual retirement savings plan (PERIN) as well as on a Madelin contract, up to a limit of 8,000 euros. However, many self-employed workers have not subscribed to a Madelin contract or an individual retirement savings plan (PERIN), but have retirement savings set up under a PERP which they are still not authorized to unlock. Consequently, people who have not subscribed to or joined an individual retirement savings plan (PERIN) before this very recent date, cannot not transfer the funds established under their PERP contract to benefit from this release, which would nevertheless give self-employed workers financial room for maneuver that is particularly necessary in this period of crisis.
