Summary

The solidarity fund was initially created for companies with fewer than 10 employees, created before February 1, 2020, whatever their status, natural or legal persons (traders, craftsmen, micro-entrepreneurs, self-employed workers, liberal professions), with less than €1 million in annual turnover and €60,000 in annual profit, particularly affected by the economic consequences of the crisis, which between March 1 and June 30 have been subject to a ban on welcoming the public, or have suffered a loss of turnover of at least 50% in the month of the request, compared to 2019. In order to take into account the exceptional situation, the solidarity fund has been adapted, and its eligibility conditions have regularly evolved so that the support granted by the State corresponds as closely as possible to the needs of businesses, at the time when the changes are made. Of the priority sectors were identified, for which the conditions for using aid were relaxed, then the amount and benefit of the fund was extended to all VSEs and SMEs with fewer than 50 employees, without conditions of turnover or profit. Since September 2020, a company controlled by a holding company may also be eligible. Young companies can also be beneficiaries of the fund, once their activity has started. before September 30, 2020. For aid for the month of November, taking into account the confinement, the calculation of the loss of turnover does not take into account the turnover achieved on their distance selling activities with collection in store, or delivery for companies which have been subject to a ban on welcoming the public. The terms of aid from the solidarity fund therefore evolve regularly so that the support granted by the State adapts as closely as possible to the needs of companies, to prevent their cessation of activity, taking into account the consequences of the health crisis on their activity. The solidarity fund, which is open to a wide public, was allocated nearly 20 billion euros in 2020. However, its implementation methods cannot be retroactive.
