Summary

Mr. Didier Martin questions the Secretary of State to the Minister of Territorial Cohesion and Relations with Local Authorities, responsible for rurality, on the criteria for awarding the equipment grant for rural territories (DETR). Created by the 2011 finance law, this allocation aims to support local public investment in rural areas. However, if we draw a portrait of the beneficiary communities, we note that the most rural municipalities in the territory are not always those which benefit from these allocated resources. Indeed, due to broad and non-discriminatory allocation criteria, this allocation sometimes misses its preferred target: rural areas. In total, 97% of municipalities, or 33,900 municipalities, and nearly 90% of EPCIs are currently eligible for DETR (2019). To allow a refocusing this allocation on its target audience, the information mission on the “Recasting of the DETR allocation criteria” set up by the delegation to local authorities and decentralization (DCTD) of the National Assembly, reported by Ms. Christine Pirès-Beaune and chaired by President Jean-René Cazeneuve, formulated a certain number of proposals. In particular, it recommends an overhaul of the criteria for attribution to EPCI through a reduction in population and density thresholds and better consideration of the rural population when calculating envelopes. It proposes at a minimum to award the DETR only for projects carried out by EPCIs in the territory of municipalities themselves eligible for this allocation. He would like to know if discussions are currently being carried out to strengthen investment in the most rural areas, in particular through a revision of the DETR award criteria.
