Ms. Francesca Pasquini draws the attention of the Minister of Agriculture and Food Sovereignty to the importance of allowing all school canteens to maintain or implement a daily vegetarian option. This question arises in a strategic period since the National Council for Collective Catering (CNRC) has just submitted its work to the ministry in order to allow the rewriting of decree no. 2011-1227 of September 30, 2011 relating to the nutritional quality of meals served as part of school catering. First of all, it must be remembered that the Defender of Rights encourages the vegetarian option daily for better access to the canteen and school. In 2019, in the report entitled “A right to the school canteen for all”, she recommended “a reflection on the generalization of vegetarian substitute meals, in all communities where such a measure can be implemented, this making it possible to resolve numerous disputes linked to requests for adaptation of menus”. The CGAAER has shown that, for all types of schools combined, the weekly menu induced a 7% increase in attendance. Reduced meat consumption is also a major public health issue for children. The national nutrition and health program (PNNS), updated in 2019, highlights the need to increase intake of legumes and reduce intake of meat. Indeed, the INCA-3 study (national individual study of food consumption no. 3) highlights that children up to 10 years old consume on average 55 g of protein per day, or between 200 and 400% of the nutritional intake recommended by ANSES. Each vegetarian meal served allows to save 1.5 kg CO2 equivalent on average compared to a meat meal. As a study by Un + Bio shows, the vegetarian menu is cited as the second economic lever after the fight against waste and before the seasonality of products. Savings made thanks to the menu vegetarian serve to introduce more organic and local meat: 20% organic meat versus 50% organic meat for schools serving a daily vegetarian option.
