Summary
Ms. Albane Gaillot questions the Minister Delegate to the Prime Minister, responsible for equality between women and men, diversity and equal opportunities, on the sustainability of the “ephemeral support points” set up in shopping centers during the first confinement. The health crisis as well as the two confinements have exacerbated violence against women, particularly domestic violence. It is To respond to this emergency, the Government has set up this system installed in around twenty shopping centers. The MP visited, on December 1, 2020, the listening point of the Quai d'Ivry shopping center in the company of the director of the center and associations which welcome women victims of violence. Since its opening at the end of April 2020, this listening point has received around sixty women, and it is one of the only to continue its activity. Although this system was intended to be ephemeral, it responds to a real need in the region, which goes beyond the health context. As the CIDFF 94 mentions: “this place makes it possible to attract an audience who would not have come to an association or an institution”. This is why the different stakeholders - the management of the center, the department, the associations - wish to perpetuate this place. On the occasion of the day international campaign against violence against women, the Minister affirmed the need to renew the system in shopping centers. While equality between women and men has been proclaimed a major cause of the five-year term, it seems essential to support and maintain measures that have proven themselves. The efficiency of such a system is mainly based on a support network, with structures and professionals who work in complementarity, with responsiveness and fluidity. Associations mainly deal with emergency situations. But faced with a lack of contact, particularly at the prefecture level, they often find themselves helpless. Strengthen the women's rights network, thanks to a professional dedicated to welcoming and guiding women victims of domestic violence within each prefecture, would support associations and provide a response to each woman, as quickly as possible. Thus, she questions him about the possibility of perpetuating the system of “ephemeral support points” in shopping centers and of strengthening the women's rights network in the prefectures.
