Summary
By the end of the decade, our country is expected to have more than 200,000 additional elderly people losing their independence. In addition, more than 80% of French people express their wish to age better at home. In order to bring about the residential shift desired by the French, the Minister Delegate responsible for autonomy has launched an action plan for elderly and independent professions. This action plan aims to make attractive “care” professions. To this end, the Government is making the salary increase of these professionals a priority. After more than a year of work and negotiations between several home help associative structures and social partners, amendment 43 of the home help branch was approved by the Government. This historic amendment allows an average increase of 15% in the remuneration of employees working in a structure belonging to the home help branch. Indeed, amendment 43 to the national collective agreement for the home help branch will apply to employees of associations belonging to this branch: ADMR, UNA, ADEDOM and FNAAFP/CSF and will be operational from October 1 following the wishes of the social partners. To support the departments, responsible for financing home help and support services, in the financial sustainability of this amendment, the State will mobilize up to 200 million euros over a full year, on a long-term basis, via the branch of social security dedicated to the risk of loss of autonomy.
