Summary
As a reminder, the work of Ségur de la Santé on remuneration came to fruition with the implementation of the additional index treatment in 2020, allowing an increase in remuneration of 183 euros net each month, as well as the finalization of the work to overhaul the index grids. State-certified operating room nurses (IBODE) were thus reclassified in a new grid on October 1, 2021 and benefited from an average gain of 79 euros gross per month and a more interesting career development. By way of illustration, in the long term, these developments represent a gain of 577 euros net each month for an IBODE at the end of their career or 250 euros net for an IBODE with 5 years of seniority. The Minister of Solidarity and Health brought together IBODE representatives on January 10, 2022 to share the conclusions of the Inspection report General Directorate of Social Affairs (IGAS) on the assessment of the implementation of advanced practice, cooperation protocols and possible avenues for development. The question of broadening the skills of IBODEs requires in-depth work which must be undertaken with all stakeholders in the coming months. The minister reaffirmed the commitment that has already been made to review IBODE training to bring it to Master level and to finalize the work that is already underway to move towards the universalization of training while nevertheless preserving the specificities of the training currently delivered in training schools. This time of discussion was an opportunity to return to the decision of the Council of State of December 30, 2021 which decided on a partial cancellation and ordered the Government to adopt, within four months, new transitional regulatory provisions with a view to allowing the performance of acts falling within the exclusive competence of the IBODE by a sufficient number of state-certified nurses working in operating theaters and the proper functioning of these under conditions which it is up to it to determine, to ensure compliance with the principle of legal certainty. It should be noted that the exercise authorizations issued remain valid. However, the Ministry of Solidarity and Health will have to authorize the exercise of the 10 exclusive acts and, on the other hand, open a new window for submitting application files to regularize the situation of those serving as IBODE (FFIBODE). At the request of the Minister, the general direction of healthcare provision has set up consultations with all the stakeholders concerned to determine an operational system and consensual, within the timetable determined by the Council of State. A working group will meet very soon to share the contributions of all stakeholders and construct the modalities for the recognition of the exclusive acts of IBODEs. In addition, the Minister of Solidarity and Health announced to the profession the granting to IBODEs of a new index bonus of 13 points (49 euros net) today reserved for general care nurses in operating theaters. The specificity and technicality of the IBODE exercise must in fact be recognized through this improvement. This work reflects the Government's commitment to the recognition of this major profession in our health system.
