Summary

Mr. Bruno Millienne questions the Minister Delegate to the Minister for Ecological Transition, responsible for housing, on the implementation of the environmental regulations for RE2020 buildings. First of all, several players in the sector are concerned about the far too high share which seems to be given to electricity in the last decisions made by the Government before the entry into force of this RE2020. Mr. MP is aware of the luck that France is in having low carbon emitting electricity production but, while some contest the method of calculating the carbon content of electricity for heating, he is surprised that the regulations seem to date to exclude other solutions which can be virtuous, sometimes even more than certain electrical installations (for example the use of resources from biomass or even district heating). Mr. Deputy would like to know the Minister's feelings on this point. Then, concerning the dynamic life cycle analysis of products, if this seems to be the solution chosen by the Government, the whole issue lies in setting the thresholds over time. The implementation of dynamic LCA from 2021 would thus represent a strong signal which would enable the development of virtuous sectors while being an important incentive towards the transition of those who are less so. Mr. Millienne would therefore like to know what time scale will be retained by the Government.
