Summary

Mr. Yves Hemedinger draws the attention of the Minister of the Economy, Finance and Recovery to the eligibility conditions for the solidarity fund. Currently, the eligibility criteria for the solidarity fund are based, in particular, on the loss of the company's turnover, evaluated in relation to the year 2019. Thus, the reference turnover for the solidarity fund of March 2021 is the turnover of March 2019, or the average monthly turnover of the year 2019, depending on the option chosen by the company. However, using only the year 2019 as a reference year in calculating the loss of turnover creates situations of de facto exclusion of certain companies from the solidarity fund. Indeed, during 2020, certain companies were able to see their activities develop, allowing them to contribute to French economic growth by creating jobs and by investing in their companies. For these companies, their level of fixed costs therefore increased between 2019 and 2020, as did their turnover. However, some of these companies which invested in emerging from the crisis and whose activities changed scale in 2020 now find themselves in difficulty following the announcement of a third confinement and stricter measures than those which were in force during the second confinement. Facing a significant loss in their turnover, the latter cannot however turn to the solidarity fund, since the reference year for calculating the loss of turnover is that of 2019, which does not reflect the new dimension taken by their activities. This situation strongly penalizes companies which have chosen to invest in emerging from the crisis, by creating jobs and participating in economic dynamism despite the particularly uncertain health context. Therefore, he would like to know if the Government plans to modify the criteria for calculating and allocating the solidarity fund, in order to allow companies who wish to do so to take the year 2020 as a reference for calculating the loss of turnover.
