Summary
Since 1952, successive conventional agreements have provided for insurance companies to cover part of the contributions of general insurance agents to their supplementary pension plan. This currently represents around €90 million, or more than a third of the regime's resources. As the agreement currently in force expires at the end of the year, negotiations have taken place between the representative organizations insurance companies (FFA) and general insurance agents (Agéa). The main subject of negotiation concerned the assistance of insurance companies, the wish to partially withdraw having been expressed. Given the precarious financial balance of the regime - despite significant reserves, at 1.3 billion euros in 2019, the regime is structurally in technical imbalance - this framework has raised fears about the financial balances of the profession. In accordance with the conventional framework, the State did not intervene directly in these negotiations. However, the Government has indicated to the parties its attention and vigilance to ensure that the agreement guarantees the long-term financial balance of the scheme and the rights of members, especially as CAVAMAC is a scheme subject to a regulatory obligation to have visibility over 40 years. THE The parties recently reached an agreement for the next three years respecting these balances. In particular, conventional assistance from insurance companies will be slightly reduced in 2022 and 2023, but while respecting a 40-year visibility horizon. This agreement therefore preserves the amount of retirees' pensions, retirement rights and does not increase the level of contributions for active general agents.
