   S'agissant de la prime de fidélisation territoriale, celle-ci a été instaurée par le décret n° 2020-1299 du 24 octobre 2020 portant création d'une prime de fidélisation territoriale dans la fonction publique de l'État. article 1er de ce décret fixe quatre conditions principales cumulatives pour pouvoir y prétendre. Il faut en premier lieu exercer, de façon permanente, ses fonctions dans le ressort du département de la Seine-Saint-Denis; dans un service ou emploi au service direct de la population de ce département et connaissant, en matière de fidélisation des ressources humaines, des difficultés de nature à y fragiliser durablement la mise en œuvre et les capacités d'adaptation du service public. Il faut enfin compter cinq années continues de services effectifs dans ces services et emplois. La liste des emplois et services éligibles est précisée par arrêté, en application de article 2 du décret n° 2020-1299. Le dernier arrêté d'application date du 20 décembre 2023. A l'instar des autres opérateurs de l'État, Pôle emploi – devenu France Travail le 1er janvier 2024 – ne fait pas partie des services inclus dans cet arrêté et n'entre pas dans le champ de la prime de fidélisation territoriale en Seine-Saint-Denis. Le périmètre du dispositif ayant déjà été modifié au 1er janvier 2024, il n'est pas prévu à court terme de le faire évoluer de nouveau. Une évaluation globale du dispositif sera donc nécessaire avant d'envisager toute nouvelle évolution de son périmètre.
