Summary
The Government is attentive to ensuring that the level of rail service is able to meet the mobility needs of the territories. As such, Law No. 2018-515 of June 27, 2018 for a new railway pact provides for mandatory information to the State and local authorities concerned by companies operating freely organized services when they wish to modify the proposed offer. In order to guarantee the opening to competition of freely organized rail services, provided for by the same law, the State does not intervene in the strategic choices of SNCF Voyageurs. Thus, for its high-speed activity, SNCF has full commercial freedom. It is therefore up to it to build its TGV offer, taking into account in particular the technical and economic constraints it faces. It is in particular the case for the Valence-Paris high-speed line.
