Summary
Mrs. Paula Forteza draws the attention of the Minister of Solidarity and Health to the subject of incentives for blood donation. This question is asked on behalf of a citizen, as part of the “citizen questions” initiative in the Government. On February 8, 2022, the French Blood Establishment (EFS) published for the first time in its history a “vital emergency bulletin”, the stock of blood products being below the threshold of security for several days. In support of a call for mobilization, the EFS explains that 70,000 bags of red blood cells are currently in reserve, whereas 100,000 are needed. In particular, the arrival of the omicron variant, which has affected both donors and EFS staff. To encourage citizens to donate blood, some of our European neighbors have long taken various measures aimed at encouraging blood donation. blood of employees during their working hours. In a report presented in 2006, the European Commission explained, for example, that in Slovenia, employees can be absent on the day of the donation, without impact on their remuneration (thanks to coverage by health insurance). In Latvia, this report continued, a day off is granted to employees who donate blood. In France, the employer has no legal obligation to release a employee during working time. If it can maintain the remuneration of the employee to whom it grants authorization of absence, the latter cannot exceed the time necessary for travel between place of work and place of sampling and, where applicable, return, as well as for the interview and medical examinations, sampling operations and the rest and snack period deemed medically necessary. She would like to know if the Government plans to take measures intended to encourage blood donation by employees during their working time, in light of the foreign examples mentioned above, or by providing for an authorization system for absence in principle and with continued remuneration.
