Summary
Mrs. Geneviève Levy draws the attention of the Minister of Territorial Cohesion to the application of the equality and citizenship law. The new wording of articles L. 421-9, L. 422-2-1 and L. 481-6 of the construction and housing code, resulting from the equality and citizenship law of January 27, 2017, prohibits independent associations of tenants in social housing organizations and reduces the choice of tenants only to associations approved by the Government. However, many independent associations defend and represent the weakest tenants with dedication and self-sacrifice to landlords. This restriction of the freedom of representation of associations is very damaging to the pluralism of authorities. Also it would be fair to include the National Union of Independent Tenants in the list of associations approved by the Government to the National Consultation Commission and the National Housing Council. This is why she asks him to kindly inform her of the measures that the Government intends to take to restore a fair balance in the representation of tenants.
