Summary
Law No. 2025-327 of April 11, 2025 aimed at making the management of water and sanitation skills more flexible provides that the transfer of these skills to communities of municipalities is no longer obligatory, without reversing the transfers already made. The law therefore now allows a free choice of organization to municipalities which had not yet transferred water and sanitation skills to their community of municipalities, while promoting pooling made necessary by water resource issues. These municipalities can therefore decide to retain or transfer these skills, either to a union or to their community of municipalities. On the other hand, water or sanitation skills already transferred by the municipality to its community of municipalities, before the promulgation of the law of April 11, 2025, can no longer be returned to the municipalities.
