Summary
Ms. Anne Le Hénanff draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Industrial and Digital Sovereignty, responsible for artificial intelligence and digital technology, to the use of DINUM tools by mayors' associations. The interministerial digital department (DINUM) has in recent years developed a catalog of digital tools for public officials accessible on the website lasuite.numerique.gouv.fr. These collaborative tools are open to State services, local authorities as well as their private external partners, allowing them to benefit from a secure and sovereign working environment as part of their digital transformation. These include, for example, the instant messaging application T'chap, or the collaborative work tool Resana. In Morbihan, the association of mayors, which brings together all the municipalities and their intermunicipalities, wishes to be able to use some of these tools as part of its relations with elected officials and community services. However, she received a refusal from DINUM, specifying that her legal association status prevents such access from being open to her, unlike its members. However, in view of the activities carried out by the associations of mayors on a daily basis and more broadly by the entire public and parapublic institutional environment, it appears coherent and essential for digital sovereignty as well as for cybersecurity reasons that this rule can evolve. This would help increase the uses and acculturation of these secure and sovereign digital tools by developing global initiatives capable of reaching several hundred communities at a time. At the same time, this would help prevent extraterritorial and poorly secure tools from continuing to be used, often through ignorance, in these work environments. As Parliament prepares to transpose the NIS 2 directive aimed at raising the overall level of cybersecurity, including many communities, and as sovereignty issues arise more than never in the geopolitical context that we know, the MP wishes to know the Government's position on this subject. She would also like to know if DINUM plans to adopt a different strategy in identifying the actors contributing to the operation of local public services in order to give them the possibility of using the tools that it develops.
