Summary
Mr. Aly Diouara questions the Minister Delegate to the Minister of Regional Planning and Decentralization, responsible for the city, concerning the lack of transparency and consultation of the tax reduction system linked to the property tax on built properties (TFPB). Following the publication of a recent report from the Court of Auditors, several worrying dysfunctions were revealed concerning the management tax exemptions granted to social landlords under the TFPB. These exemptions, essential to improving the living environment of residents and social cohesion, today present numerous difficulties, in particular due to the lack of transparency and control by State services of this tax reduction. The report indicates that the overall cost of tax exemptions granted to social landlords under of the TFPB increased from 113 million euros in 2016 to nearly 2 billion euros in 2021. Despite these substantial exemptions, supposed to promote a harmonious living environment and rigorous maintenance of common spaces particularly in priority neighborhoods Urban policy, the results on the ground are difficult to be visible. For example, in his constituency, the MP emphasizes that the exemptions granted in 2024 amount to: 3,205,767 euros for the municipality of Bobigny; 1,284,896 euros for the municipality of Drancy; 227,833 euros for the commune of Le Bourget. However, even though the living conditions of residents continue to deteriorate, these large amounts do not translate into a tangible improvement in the quality of life of residents. The MP also notes the inadequacy of the controls carried out by State services on the effective use of these exemptions and the lack of communication of the action plans relating to them to the various partners. In addition, it highlights the absence of clear environmental and energy criteria within this exemption system, thus limiting the efforts necessary for the ecological and energy improvement of social housing programs. The MP therefore asks the Minister what concrete initiatives it plans to implement in order to publish annually a detailed report relating to the real cost of these exemptions and their effective impact on improving the living environment of residents. In the interest of greater transparency of this tax niche for social landlords, he asks whether the opinion of a college of associative or civil society stakeholders will be broadened and systematized before validation of the plans. of TFPB shares.
