Summary

Mrs Sira Sylla draws the attention of the Minister of Agriculture and Food to the compensation of farmers whose agricultural land was devastated by the recent floods. The floods, which took place from January 31, 2017 to February 8, 2018 in Seine-Maritime, impacted residents but also farmers. In the 4th district, many agricultural lands along the Seine were submerged by the rising water levels and planted crops were completely destroyed. For example, in the town of Freneuse alone, hundreds of hectares were flooded. In the event of flooding, the ministerial services can recognize the state of agricultural disaster but, in the event of recognition, no compensation can be granted if the destroyed crop is considered insurable. The difficulty is that the agricultural land mentioned are classified as “floodable areas”. Therefore, insurance companies offer to take charge of said properties at excessive contribution rates, to the point that a large majority of farmers prefer to do without such security. The insurance cost of around a hundred hectares of ordinary agricultural land represents 5,000 to 6,000 euros in contributions per year for the farmer, almost double if the land is declared floodable. In Consequently, farmers cannot obtain compensation to cover both the development work necessary for the rehabilitation of agricultural land and the economic losses linked to the destruction of crops, even in the event of recognition of the state of agricultural calamity. Obviously, the recognition, by ministerial decree, of the state of natural disaster has no impact on the situation of these farmers. These crops represent, for farmers, months of work and they find themselves today in the same situation as in June 2016, namely without their agricultural production and without financial aid to make up for these losses. She would like to know her position regarding the possibility of integrating certain uninsured crops into the state of agricultural disaster system based on a significant threshold for loss of turnover. In this sense, farmers could obtain compensation for their damage and losses when these are too high in relation to turnover, even without the conclusion of an insurance contract.
