Summary
The 2009 directive on the internal electricity market sets ambitious objectives for the deployment of smart meters, aiming to equip 80% of households with such devices by 2020. Following an experimental phase involving the deployment of 300,000 meters in the Tours and Lyon regions, the Energy Regulatory Commission (CRE) carried out a favorable evaluation of the system in 2011. The powers Public authorities have therefore decided to generalize the deployment of smart meters across the entire national territory with the deployment of 36 million meters planned between 2016 and 2021. More than 11 million meters were installed by mid-2018, or around a third of the program and around 30,000 meters are installed every day. Linky must play a central role in controlling energy demand. Several Studies have shown in particular that with support and precise knowledge of consumption, it is possible to reduce electricity consumption by up to 8%. The Minister of State, Minister for the Ecological and Inclusive Transition, recently called on all stakeholders to mobilize particularly on this aspect, through better communication and better information, particularly when installing meters. ENEDIS must in particular propose a standard explanatory document on energy management to be submitted at the time of installation of the meter. New methods of access to consumption data must be developed (internet, mobile phone applications, etc.) in order to allow easier access to data for consumers who wish it. Concerning the financing, which was criticized by a report from the Court of Auditors, the Minister hoped that work would be initiated with the CRE and ENEDIS to consider the possibilities for changing the operator's remuneration arrangements, in particular those linked to the cash advance granted by ENEDIS with regard to changes in interest rates. It is the responsibility of the public authorities to remunerate ENEDIS at the right level for this large-scale industrial deployment, while guaranteeing the interests of the consumer.
