Summary
To ensure the proper functioning of the internal market of the European Union through the existence of a coordinated time between the different Member States, at least for their metropolitan part, there is community competence concerning the definition of the summer time regime. Thus Directive 2000/84/EC of the European Parliament and of the Council of January 19, 2001 defines the common start and end dates of the summer time system. THE French authorities are aware of the non-binding resolution voted on February 8, 2018 by the European Parliament proposing the abolition of summer time, highlighting the potential negative effects of the time change on human health. The Commission, without contesting the existence of negative health effects, for its part highlighted the existence of positive health effects linked to greater exposure to light day and increased opportunities for practicing sport and leisure activities, without it being possible to clearly establish to date whether the positive or negative effects prevail. Furthermore, the Commission recalled the persistence of positive effects in terms of energy savings, which were the initial reason for the summer time regime.
