Summary

In accordance with Decree No. 2016-151 of February 11, 2016 relating to the conditions and modalities for implementing teleworking in the public service and the judiciary, the organization of teleworking is expected to develop in all three aspects of the public service. With regard to the Ministry of Ecological and Inclusive Transition (MTES) and the Ministry of Territorial Cohesion (MCT), a ministerial decree of July 21, 2016 establishing application of teleworking in services and a management note published on November 28, 2016 allowed the generalization and deployment of this mode of work. In 2016, following the experiment carried out in 2012, 254 agents were beneficiaries of this still experimental system, distributed as follows: 30 agents in category A+ (11.81%), 112 in category A (44.09%), 97 in category B (38.19%) and 15 in category C (5.91%), i.e. 45% of women and 55% men. It is specified that this experiment only concerned a limited number of services, around 25%. With the generalization of teleworking having been in effect since the beginning of 2017, precise statistics will be communicated as soon as the national report is finalized. However, the first data not yet consolidated on the scope of MTES, MCT and public establishment services (excluding directorates interministerial departments), show that 2,465 agents out of 42,645 are teleworking, i.e. 5.78% of agents composed of 51.8% men and 48.1% women, distributed as follows by categories: A+ (7.38%), A (44.79%), B (41.18%), C (6.65%). 64% of agents telework 1 day per week and their activities are mainly carried out at home (95%).
