Summary

The Ministry of Agriculture and Food implemented teleworking by the decree of August 2, 2016 applying to the Ministry of Agriculture, Agri-Food and Forestry Decree No. 2016-151 of February 11, 2016 relating to the conditions and modalities for the implementation of teleworking in the public service and the judiciary. The practical implementation arrangements are explained in the memo SG/SRH/SDDPRS/2016-664 of August 11, 2016. The ministry was thus one of the very first ministries to specify the framework for applying teleworking. A first survey revealed in 2017 that 5% of agents assigned to the decentralized services of the ministry (regional directorates for food, agriculture and forestry and directorates for food, agriculture and forestry in Overseas Territories) benefited from the teleworking (i.e. 116 agents), compared to 7% in central administration (117 agents). A new investigation is underway: the first known figures are those from the central administration and indicate that the rate has risen to 11% (183 agents). It should be noted that the ministry has a large part of its staff in establishments responsible for technical (public and private) and higher agricultural education. The establishment of the Teleworking for teaching communities does not encounter the same challenges and is at this stage more limited.
