Summary

Maternity protection provided by social security for medical assistants is identical to that of self-employed health professionals. It includes, on the one hand, the payment of a lump sum allowance of €3,311 paid in two installments, half at the end of the 7th month and the other half at childbirth, and, on the other hand, the payment of fixed daily allowances of an amount equal to €54.43 per day for 16 weeks. This diet allows the professionals concerned to receive an amount of €9,400 during their leave, which represents a replacement rate of almost 90% of income within the professions concerned (nurses, masseurs-physiotherapists, chiropodists-podiatrists, speech therapists and orthoptists). For professions with lower average incomes, the coverage rate reaches 100%. For comparison, the income replacement rate from a doctor is 59%. With regard to doctors, conventional financial assistance complementary to compensation by compulsory health insurance was already provided for in the territorial general medicine practitioner (PTMG) contract of which it constituted a central element. This aid aims to encourage the installation of young doctors in under-dense areas. In order to strengthen the attractiveness of liberal activity for young doctors, who settle down later and less often than before, article 72 of the social security financing law for 2017 extended this financial assistance to all private doctors interrupting their activity in the event of maternity, paternity or adoption. The objective of this aid is therefore specific to the demographics of private doctors and the difficulties of access to care which characterize this profession. By Elsewhere, a mission was entrusted to Ms. Marie-Pierre Rixain, Member of Parliament for Essonne, to analyze the determinants of divergences in terms of maternity leave in order to define those which should be maintained, because they are adapted to the specificities and constraints of each type of professional activity and those which could be reduced. The objective is to offer insured persons a system that is readable, fair and encourages real leave taking.
