Summary

The visual health sector is structured around three health professions, which have specific skills to provide care for eye pathologies: ophthalmologists, orthoptists and opticians and eyewear makers. In order to improve access to care, several reforms have already been carried out. Opticians and eyewear manufacturers have been authorized, as part of the renewal of corrective lenses, to adapt the prescription initial medical examination from the ophthalmologist. The decree of December 7, 2016 relating to the definition of orthoptic acts and the methods of practicing the profession of orthoptist broadens and completes the scope of acts falling within the competence of orthoptists. It introduces the notion of organizational protocols, thus allowing reinforced collaboration with ophthalmologists. Finally, within the framework of article L.4011-1 of the health code public, numerous cooperation protocols organize a transfer of activities between players in the visual sector. Furthermore, also in response to the lengthening of waiting times to obtain an appointment with an ophthalmologist, article L.162-12-22 of the social security code established, on the one hand, a cooperation contract with a view to encouraging the doctor to recruit or train an orthoptist and, on the other hand, a collective contract with a view to encouraging the development of cooperation between health professionals for the carrying out of ophthalmological consultations within health homes and health centers. An evaluation mission will be carried out soon in order to judge whether these developments make it possible to ensure quality care within timeframes compatible with the state of health of our fellow citizens or whether there remain health needs. not covered, making it necessary to resort to other solutions. Furthermore, faced with the aging of the population and its impact on eye care needs, Law No. 2019-72 of February 5, 2019 aimed at improving the visual health of elderly people losing their autonomy published in the Official Journal of February 6, 2019 plans to set up an experiment in accommodation establishments for the elderly dependent in particular, allowing opticians-eyewear manufacturers to carry out a refraction examination and an adaptation, as part of a renewal of initial medical prescriptions for corrective glasses and eye contact lenses. An evaluation of this experiment will also be carried out, within a framework defined by law, in order, if necessary, to perpetuate and extend this measure.
