Summary
As part of its missions, the general inspection of social affairs noted that beyond the quality of the work of each of its departments, as a structure, the national blood transfusion institute (INTS) encountered significant difficulties in terms of governance, budgetary and financial management and integration into the institutional field of blood transfusion. Furthermore, it appeared that France did not have an expert body on the safety of products originating from the human body, like the English model of the advisory committee on the safety of blood, tissues and organs (SaBTO); such a committee must operate under the responsibility of the minister responsible for health and advise, in complete independence, the public authorities on the most appropriate methods to ensure the safety of blood, cells, tissues and organs for transfusion and transplantation. Given the health issues, in order to meet the new needs of blood transfusion and to respond to patient and donor associations, the creation of such an expert body is now necessary. The development of INTS must meet two priority objectives: strengthening transfusion safety and strengthening the blood sector. So that this evolution is carried out in good conditions, the GIP INTS was extended until June 30, 2019. Furthermore, the Prime Minister decided to establish an operational proposal for a transformation plan for the INTS. The general inspectorate of the administration of national education and research (IGAENR) has been asked about the future of the research and training activities carried out by the INTS and its report is being finalized. Finally, the Prime Minister decided to transfer management of the rare blood sector, without delay, to the French Blood Establishment. A provisional administrator of the GIP INTS in charge of its transformation has just been recruited and his appointment was validated at the INTS board of directors on June 22, 2018. This work is also monitored within the framework of bodies involving the administrations concerned as well as representatives donor and patient associations. Staff representatives are also involved. The concerns of the establishment's staff are legitimate and it is essential that the staff be clearly informed of the progress of the project. This is why, for more than a year, the members of the INTS board of directors, in which staff representatives participate, have been informed at each meeting of the reflections on the evolution of the establishment.
