Summary

The Objectives and Management Agreement, signed at the beginning of summer 2018, is based on a preliminary diagnosis shared between the State and the national family allowance fund. This technical work made it possible to objectify the workload in the family allowance funds (CAF). The reform of housing assistance planned for 2019 aims to bring recipients' resources into line with the amount of personal assistance accommodation. If it constitutes a major step forward in adapting as closely as possible to variations in family resources, the fact remains that it can raise legitimate questions from recipients and, therefore, numerous requests from CAFs. Thus, taking into account the planned contact flows at the checkout, the reduction in staff numbers was adapted accordingly at the start of the conventional period to support the reform.
