Summary
Several elements are intended to compensate for the impact, for associative life, of the removal of the parliamentary reserve provided for by organic law no. 2017-1338 of September 15, 2017 for confidence in political life. As a reminder, as highlighted in the budget document entitled “Financial effort in favor of associations”, transmitted each year to Parliament, nearly 56,800 subsidies were granted to associations in 2016 within the framework of general budget programs, for a total amount of nearly €4.7 billion (i.e. €82,500 per grant on average – the median amount being €6,400). The main missions, in 2016, which paid subsidies to associations were “Territorial equality and housing” (€1,302 million), “Solidarity, integration and equal opportunities” (€620 million) and “Work and employment” (€595 million). For However, the amounts paid from the “Sport, youth and community life” (€207 million), “Ecology, sustainable development and mobility” (€76 million) or even “Agriculture, food, forestry and rural affairs” (€29 million) missions are not negligible. Firstly, therefore, associations which until now received grants from the parliamentary reserve will be able to request funding through legal procedures. common, on the basis of objective criteria. In this regard, it should be remembered that there are simplified procedures allowing associations to request subsidies from the State, a local authority or even a public establishment. In particular, grant requests can be made online for certain state services (sports directorate, youth directorate, national center for the development of sports, etc.). Finally, as part of the examination of the finance bill for 2018 by Parliament, the appropriations for the “Sport, youth and community life” mission were increased by €25 million, under the fund for the development of community life (FDVA), in order to meet the specific needs of associations, particularly the most vulnerable. Taking into account the regional governance of the FDVA, the allocation of funding to associations as part of this new allocation will be based on the needs identified in the territories.
