Summary
The exercise of the right to strike in transport carrying out a public service mission is regulated by Law No. 2007-1224 of August 21, 2007 on social dialogue and the continuity of public service in regular land passenger transport, the aim of which is to prevent conflicts, to organize land transport services in the event of a strike or foreseeable disruption of traffic as well as to guarantee users the right to a quality information on the services provided and, where applicable, reimbursement of transport tickets. During episodes of intermittent strikes at the SNCF, this law made possible the implementation of a guaranteed service in order to meet the essential needs of the population such as services during peak hours. Furthermore, aware of the economic consequences of these strike episodes, particularly for the tourism sector, the SNCF launched a “reconquest operation”, between May 15 and August 31, 2018, by offering three million TGV tickets for less than 40 euros on all destinations and every day. The aim was for all available places during this period to be offered at around half price. At the same time, reduction cards were sold at a price of 29 euros instead of 50 euros, from May 23 to June 15, for the Youth card, 60 euros for the Senior+ card and 75 euros for the Child+ and Weekend cards. Concerning the various pots set up to support employees on strike, these were organized by private individuals and it is not up to the State to modify their allocation.
