Summary

The prices and allocations of health establishments for the year 2018 are part of the social security financing law for 2018 which provides for an increase in health insurance expenditure for health establishments of 2%, or 1.5 billion euros in additional resources for health establishments, which brings the total hospital expenditure to 80.7 billion euros. In this context, which remains nevertheless constrained, special efforts have been made to limit the drop in hospital rates, which changed in 2018 by -0.5% for all categories of establishment, before taking into account the impact of tax and social measures (Responsibility Pact, Employment Competitiveness Tax Credit and Wage Tax Credit), i.e. a significantly more favorable rate than in 2017 (-0.9%) and 2016 (-1%). There Minister of Solidarity and Health also ensured that the distribution of these resources was as balanced as possible between the different players in hospitalization. Nevertheless, aware of the real constraint weighing on health establishments, whatever their status, the minister wanted to initiate a real transformation of the entire health system because the reforms to be undertaken can only be implemented in a global approach. To bring out the solutions proposed by stakeholders in the field, consultations were organized in five major structuring projects, including a project exclusively devoted to the reform of the financing of health establishments. The main directions of the transformation strategy of our health system resulting from these consultations must be implemented under the best conditions and in a tight schedule. The challenges for our health system are major, in order to face today's challenges and prepare the health system of tomorrow, always placing the patient at the center of future developments.
