Summary

In accordance with the provisions of article L. 312-9-1 of the education code, French sign language (LSF) is recognized as a language in its own right. Any student concerned must be able to receive instruction in French sign language. Furthermore, learning the French language is one of the primary objectives of the School as part of mastering the common core of knowledge, skills and culture. The students Deaf people, like other students, have a fundamental right to education. This right requires the education system to adapt to the particular needs of these young people in order to offer them the best chances of academic success from a diversity of pathways: schooling in ordinary classes; schooling in Ulis; schooling in training courses for young deaf people (PEJS), schooling in teaching units (EU). There circular no. 2017-011 of February 3, 2017 specifies the terms of the training course for young deaf people and details in particular the different possible courses within the PEJS. The PEJS is a system for all deaf students who wish to benefit from it. This system is aimed at young deaf people for whom families have chosen a mode of communication, either bilingual (sign language/written French) or in French. French, and who have been referred to a PEJS by the Commission on the Rights and Autonomy of Persons with Disabilities (CDAPH). This choice is included in the student's life plan and personalized schooling plan. It makes it possible to group together in a geographical area the resources necessary to support students so that the deaf child does not feel isolated. On the other hand and in the absence of a student to be educated in a PEJS, During a school year, the operation of a PEJS may be temporarily suspended, which is the case in Seine-Saint-Denis. However, the possibility of schooling within a PEJS remains open as soon as a student requests to benefit from it. According to the terms of the aforementioned circular, each academy offers a PEJS from kindergarten to high school. In this sense, a note was sent to academy rectors to remind them the importance of the deployment of EYPs throughout the national territory. Each academy was thus invited to open a complete PEJS, that is to say including a class of deaf students receiving teachers in all subjects in sign languages or a mixed class mixing deaf and hearing students, with a hearing teacher and a co-teacher, by the start of the 2018 school year.
