Summary
The deployment of the national strategy for autism within neurodevelopmental disorders is one of the Government's priorities. Its implementation requires strong mobilization of all ministries, central administration departments and decentralized services as well as their operators but also local authorities which are essential partners in the success of this strategy. The Government relies on these different partners to adopt concrete implementation measures and achieve the objectives set in the strategy. The strategy includes a financing plan amounting to €344 million in new credits. The medico-social and health measures to be implemented by the ARS represent funding of €180.7 million, including €75.9 million for “children” medico-social measures. The city ONDAM will also be mobilized for the route of assessment and early intervention, to the tune of €90M. This financing plan will support the implementation of a certain number of measures to support children and in particular: - The deployment of a TND assessment and early intervention course, implemented by coordination and intervention platforms, in order to accelerate access to a diagnosis, promote early interventions, and thus respond to the problems of wandering diagnose and reduce excess disabilities in accordance with the recommendations for good professional practices of the High Authority of Health (HAS). This course allows in particular the remuneration of the following liberal professionals contributing to the functional and nosographic diagnosis according to the age of the child: occupational therapist, psychologist and psychomotor therapist. The strategy provides for the creation of a platform per department by 2022. - Support for the schooling of autistic children with the deployment of different schooling modalities and in particular the opening of 180 autism teaching units in nursery schools (UEMA) and 45 autism teaching units in elementary schools (UEEA) by 2022, as well as the creation of ULIS in middle and high schools supported by SESSADs. The terms and conditions for covering transport costs depend on the terms and conditions accompaniment. - in reception and support establishments, transport is covered by the budget of the establishment, - in services, transport is covered by the budget of the structure under the grouping, - for CAMSP and CMPP, transport is covered under common law conditions by the city envelope. The general theme of transport for disabled people is finally well identified in the context, in particular, of the evolution of the pricing of medico-social structures and numerous contributions have been made on this subject, which refers to multiple questions, linked to the scope of support by the budgets of medico-social establishments, to the implications of the expectations of disabled people and their families of ever more advanced inclusion, or of a choice of support arrangements which do not fit with current transport support rules. A study by the Court of Auditors is currently being carried out on the theme of transport in the medico-social and health sector; it will provide elements of analysis and recommendations around this issue.
