Summary
The government attaches great importance to the outermost regions and to the main European support instrument dedicated to them, the POSEI, which it wishes to perpetuate as part of the post-2020 work. The POSEI has indeed shown its usefulness in supporting agriculture in the overseas territories by taking into account their specificities, in accordance with the principle of subsidiarity. It not only supports the supply of local markets but it increasingly participates in the commitment of farmers and agro-industries in sustainable development approaches adapted to each territory, while contributing to the food and health security of overseas populations. The amounts dedicated to POSEI for post-2020 will have to be discussed as part of the negotiations on the budget of the common agricultural policy (CAP) and on the multiannual financial framework of the European Union for the period 2021-2027. The government immediately expressed its opposition to the Commission's proposals concerning the budget allocated to the CAP for after 2020. These proposals notably provide for a reduction of 3.9% of the POSEI France budget for the period 2021-2027, which is included in the first pillar of the CAP. As set out in the "Madrid Memorandum" on the future framework multiannual financial plan and the CAP, supported by twenty member states, France supports maintaining the CAP budget, and therefore the POSEI, at its current level (EU-27) for post-2020.
