Summary
On the occasion of the Encephale congress on January 28, 2018, 12 emergency measures were announced, including the appointment of child psychiatry PU-PHs in unendowed medical faculties. Following the 2018 staffing reviews, 2 additional positions were created in child psychiatry, bringing the national workforce to 41 university hospital jobs. In order to strengthen the hospital-university workforce in psychiatry and the attractiveness of this discipline at the hospital, 10 positions for child psychiatry clinic heads are created. Child psychiatry was also included as a priority theme within the 2018 hospital clinical research program. These measures are part of a roadmap for mental health and psychiatry developed within the framework of the strategic committee for mental health and psychiatry established on June 28, 2018. Through this roadmap, the Government is acting more specifically in favor of young people in order to give them tools to preserve their mental health and to increase the chances of recovery for those affected by a psychological disorder. In fact, 80% of disorders appear between the ages of 15 and 20. The roadmap thus includes measures for the development of the psychosocial skills of young people and the early detection of psychological disorders with, for example, the "Ecout'Emoi" experiment launched in three regions which will allow more than five hundred young people aged 11 to 21, suffering from mental distress in these regions, to benefit from a medical evaluation and private psychological consultations. Concerning hospital care in infant and juvenile psychiatry, 90% of the active caseload is followed exclusively on an outpatient basis (2014). The number of medical-psychological centers generally remained stable between 2012 and 2014 and the number of staff working in all child and juvenile psychiatry services increased over this same period by 4.6%. The increase in demand for care, however, requires a change in the organization of care so that access to care can be achieved within reasonable time frames. This is why it is important to make all the actors in the same territory work in a coordinated manner, around the care and life path: general practitioners, pediatricians, PMI, psychiatrists and child psychiatrists, whether private or hospital, social workers, social and medico-social establishments and services, etc. The roadmap for mental health and psychiatry promotes this coordination with the development of territorial health projects mentality that all these actors are led to construct.
