Summary
In the general context of the public transformation expected by our fellow citizens, who want a more efficient and responsive public service, innovative and closer to those administered, the Ministry of Justice cannot stay away from these very strong expectations. The dematerialization of procedures in this ministry is an absolute necessity to strengthen the public service of justice. This is the reason why the Minister of Justice has led a priority project which resulted in a digital transformation plan. The latter concerns both the upgrading of the essential technical base, as well as the renovation or creation of innovative applications that are easy to access for users intended to simplify the missions of justice by better taking into account the real expectations of litigants. Training and support for users, particularly of the most fragile among them, constitutes an essential objective, which is naturally taken into account by the digital transformation plan. Specific measures will be put in place to directly support users who have no or insufficient access to digital technology. For example, to avoid any digital disruption, the single litigant reception service allows the user to benefit from an access point and information for all of his procedures (obtaining information on the procedures that concern him, but also carrying out procedural acts that may fall under another jurisdiction). Indeed, the ministry is very careful not to deprive users of access who are not familiar with the digital tool: as such, digital referral will not be imposed on the litigant but will remain an option. Furthermore, the ministry is registering in a significant progression of its means to carry out this transformation. This progress is included in the 2018-2022 programming and justice reform bill, currently being discussed in parliament. €530 million in investment spending will be devoted to digital transformation, including €97 million from 2019. Operating methods will thus change profoundly, in a work context modernized for both users and ministry officials, and additional resources can be made available for the benefit of audiences more distant from digital technology. Moreover, in parallel with the notable volume of credits mobilized for the digital transformation plan, the budgetary increases from which the ministry benefits will allow significant job creation for all professions, and in particular magistrates and judges. registry service agents (6,500 jobs over the period 2018-2022, 192 jobs created in jurisdiction in 2019).
