Summary

Mr. Christophe Marion draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, to shared means of health transport. Indeed, the MP has been questioning him since the start of his mandate on the putting into service of type A2 ambulances considering that a report from the General Inspectorate of Social Affairs (IGAS) of October 2020 recommended the conversion of the fleet of light medical vehicles and ambulances to multi-purpose vehicles. To his written question of November 22, 2022, the Minister of Health and Prevention responded that “opening up the possibility of using type A2 ambulances [was] one of the levers currently being studied to improve the medical transport offer and strengthen access to patient care”. The minister even indicated that it was planned to work, during the first half of 2023, on modifying the decree of December 12, 2017 setting the characteristics and material installations required for vehicles assigned to land medical transport. In March 2023, the delegate minister responsible for territorial organization and health professions, reiterated, in response to the deputy in the hemicycle of the National Assembly, that “the work necessary to the opening of the use of A2 ambulances [were] in progress”. More recently, he asked the Minister for his opinion on a bill he plans to table encouraging the use of type A2 ambulances. The minister confirmed to him that a revision of the 2017 decree was under way. The MP therefore notes that the services of the Ministry of Health have been working for at least two years on a review of this stopped and questions the outcome of this work. However, this would be valuable, it could facilitate the implementation of article 69 of the social security financing law for 2024 which made shared transport the default mode of health transport. While a “slippage” in the cost of patient transport, which reached 6.74 billion euros in 2024, is strongly denounced in a constrained budgetary context, he asks him if he plans to quickly authorize the putting into circulation of type A2 ambulances.
