In the projects supported by the AFE in rural areas, the Ardennes Economic Chamber has been developing, since October 2017, the “entrepreneur in the Rethélois country” project (labeled “factory to undertake”) with a consortium of six actors: The economic chamber of Ardennes (CCI, Chamber of Trades and Crafts (CMA) and Chamber of Agriculture), Champagne Ardenne active, Ardennes initiative, BGE Ardennes, association for the right to economic initiative (ADIE), community of communes of the Rethelois region. The project is structured around three phases: project detection and emergence; support for business creation/takeover, financing and accommodation; and finally start-up and follow-up post-creation. In the same framework, at the end of 2017, the Haute Côte d'Or "factory to undertake" project was launched with a consortium of six actors: BGE Perspectives, ADIE, Bourgogne Active, CCI de Côte-d'Or, CMA interdepartmental Côte d'Or delegation, Côte d'Or initiative. The creation of a rural “factory to undertake” is proposed, with the recruitment of a “citéslab” project manager, the establishment of permanent offices and an offer of reinforced service. Furthermore, the Nièvre department, for its part, chose in 2017 to make digital a major axis of its development strategy, in particular by attracting Parisian companies, through the INKUB project (dedicated digital hub). As part of this project, the CCIs, the Bourgogne-Franche-Comté region, Bourgogne-Franche-Comté digital and economic players commissioned a regional study in order to better know the sector and its concerns with first results in the first quarter of 2017. Growing companies, participating in their development and post-creation financing to strengthen their sustainability is also an issue. In this respect, the public investment bank, the measures implemented by regional authorities or the aid provided by intermunicipalities for business real estate and areas activities are particularly mobilized. Particular attention is also paid to the takeover/transmission of businesses in rural areas, with in particular the consular networks, the Business Transferors and Repreneurs (CRA) networks, the Public Investment Bank and the banking networks: a national plan for mobilizing stakeholders is being deployed to best anticipate transfers. Furthermore, with regard to support for the internationalization of economic activities, business France and the development agencies, supported by the CGET, have the mission of supporting the territories, both in the promotion of exports, and in welcoming foreign investments to create activities in the territories, by bringing technology, and by relying on local skills and resources, this is particularly notable on the projects industrialists settling in rural areas. Finally, for the terms of resumption of the AFE's activity by the public investment bank (BPI), the Government established in 2017 that the latter took up the government priorities also associated with the previous mobilization of specific intervention credits carried by the city (147) and territory (112) budget programs which carried out the action of the AFE in urban, rural or economically changing areas. The BPI must therefore be part of this government objective concerning these territories in rural revitalization zones (ZRR) and regional aid zones (economic change) so that the improvement of these creation indicators in the territories to be revitalized can be reported to Parliament.
