Telephone support for people in distress was developed in France by the associative sector and it then gradually diversified, with associations combining telephone lines with websites. Since 2003, the National Public Health Agency (ANSP) has been entrusted with the management and financing of part (around twenty) of the health telephone services known as prevention and remote health assistance (PADS). They are an important means of prevention and cover various fields: addictions, discomfort, youth health, sexuality, HIV/AIDS and hepatitis and sexually transmitted infections and certain chronic diseases such as asthma and allergies. The ANSP grants these structures a quality label for a specific period as long as a certain number of criteria are met: training of listeners, ethical charter, accessibility of the service, listening practice benchmarks… This label is supplemented by funding. For several years, however, we have seen the deployment of paid crisis lines. In this context, the construction of the Public Health Information Service site provided for by article 88 of the Law to modernize our health system is an important tool to translate the State's desire to inform and to support citizens by encouraging their participation in health choices through reliable and accessible content relating to health products, health, medico-social and social services and therefore also remote assistance systems.
