In accordance with presidential commitments, the allowance for disabled adults, which benefits nearly 1 million beneficiaries with disabilities, will be subject to an exceptional revaluation, in two stages, in addition to the two legal revaluations of April 2018 and 2019. Its amount will be increased to €860 in November 2018, i.e. a level slightly above the poverty threshold at 50% of the median income, then to €900 in November 2019. This revalorization aims to fight against the poverty experienced by people due to their disability. It will benefit more than 900,000 beneficiaries. 34,000 new beneficiaries should benefit from the AAH thanks to this revaluation, which will represent a cumulative investment of more than 2 billion euros by 2022. At the same time, the resource ceiling used to calculate the AAH when the beneficiary is in a couple, will be stabilized at the current level, already above the poverty line at 60%. For this, the multiplier coefficient of the resource ceiling which is currently 200% of the resources ceiling will be lowered to 190% in November 2018 then to 180% in November 2019. This method of calculation will nevertheless remain favorable to AAH recipients, because this multiplier coefficient will remain higher than that set for other social minima in with regard to the specificities of AAH and disability care. It should also be remembered that the earned income of the spouse of the AAH beneficiary is neutralized at 20% in the calculation of household resources. Thus, this stabilization will not prevent many couple recipients, whose cumulative level of resources is lower than this ceiling, from actually benefiting from the revaluation: there will be 155,000 of them. according to estimates. The increase will be maximum for a couple where both members are AAH beneficiaries (it will represent a gain of + €180 per month) or combine this minimum with earned income, up to half the minimum wage. The work carried out with the rapporteurs during the budgetary discussion made it possible to highlight that the revaluation of the amount of the AAH combined with the modification of the coefficient multiplier would have led to a slight variation in the resource ceiling of couples upwards then downwards between 2018 and 2019, which could have led to beneficiaries being eligible for the AAH for a period of only a few months before being deprived of it. In order to avoid this situation, the amount of the multiplier coefficient used in calculating the amount of the AAH will be refined to the hundredth of a digit after the comma in order to strictly stabilize the resource ceiling at the current amount, i.e. approximately €1,622 per month. This method of calculation will thus allow all AAH beneficiaries who live as a couple not to be penalized by the variation in the multiplier coefficient.
